·         Ron Oye – Welcome. 

·         Bill Hinkle, chapter president, is in Hawaii helping his daughter get settled in from her move.

·         Lodi Quick Facts:

§         1900’s Lodi was designated the watermelon capital of the world.

§         Water shortage caused change in crops produced from watermelon to Tokay Grapes.

§         1960’s Tokay Grapes went out of favor with public because of seeds.  Then Lodi changed to producing wine grapes…now Lodi is known as Zinfandel capital of the world.

§         John lived in Japan for two years.  Moved back to U.S. for short time and will return to Japan for a job interview.

§         About Tokyo Chapter

·         35-45 active members

·         Focus

o       Community Service - Work with local food bank in Tokyo

o       Education – Education Japanese National about the US immigrant population, such as Brazilian and US Japanese immigrants. 

o       Social – Monthly meetings.  Both social and educational.  Business and cultural experiences.

·         JA Issues

o       In-Group / Out-Group Issues

§         Japanese Americans are out-group because the y were not born in Japan .

·         Challenges of being off-shore chapter

o       Membership

§         Many JA in Japan , but transient.  Not able to commit to JACL membership.

§         JA work a lot, no time for community service.

§         Members must pay $25 more for membership.

·         Additional fee is obstacle for new membership.

·         PC Representative will look into getting fee waived.

o       JA assimilate into Japanese society if the y speak the language well.

§         Goals - Open dialog between District and Tokyo Chapter.

·         Ideas for increasing membership.

·         Keep aware of JA moving to Japan .

·         Involved with protest regarding how people of Arab/Sikh descent were being harassed by FBI regarding terrorist accusations.

§         Oxymoron – Islamic Terrorists, Muslim Terrorists

·         No such thing.  Islam does not preach terrorism. 

§         What is Islam?

·         1,500 year old religion.  1.2 billion Muslims worldwide.

·         Islam translated “Submit to God” or “Peace.”  Islam does not promote violence and terrorism.

·         Muslims believe in one god.  God sent many prophets to spread message: “Pray to one god.”

·         Day of Judgment – Accountable for your own deeds.

·         Life after death.

·         Worship five times per day. 

·         Give charity and fast.

·         Pilgrimage follows steps of Abraham.

·         Koran contains tenants of the religion.

·         Prophet Muhammad – Last prophet before day of judgment.

§         The US continues to repeat civil rights mistakes of the past.  He discussed the Lodi situation regarding Muslim-Americans being detained and questioned without due process, the media printing stories that the y were not able to support with facts and the impact on the Muslim community as a result of harassment by the Federal government.

§         Religion is not a motivation for terrorism.  The media uses Religion out of convenience and lack of understanding.

·         Five people running for five vacant board positions.  All voted in.

·         Non-profits are prohibited from playing controlled games.  It’s against the law.  It’s only legal if it’s held at a licensed establishment.

§         National Insurance

·         Four chapters have not paid for the ir own individual reasons.

·         Fred states that individual chapters do not have option to opt out of the National Insurance.

§         NCWNP Office Rent

·         In the past, District has paid for Regional Director’s office’s annual rent to help National JACL budget.

·         It was decided that District will continue funding from District budget for $450 / month or $5,400 annual for NCWNP Office Rent in 2006.

§         Lost 9,000 (lapsed) members over the past five years.

§         Asking local chapters to set up phone tree and call lapsed members to renew membership.

§         If we get 1,000 renewals, it will significantly affect the national budget in a positive way.

§         District Membership Drive to Raise Funds to Compensate for Anticipated $20,000 National JACL Budget Deficit in 2005.

·         National Organization expects maximum budget deficit for 2005 fiscal year is $20,000.  If the seven districts can bring in 500 new or lapsed members, the membership dues would cover deficit.

·         District has decided to loan (no due date) money to national to cover deficit on an annual basis from General Fund.  Amount loaned is equal to (500 * 1/3) – Actual NCWNP Membership Drive Numbers = Membership Drive Number Shortfall * Membership Dues = Total Loan to National to be restricted to use for Cost of Living Adjustment retroactive to Jan 2005 = $20,000.
